I just bought a surf today. I also have a Landrover with 275/75 R16 tyres.

If I buy some 16" steel wheels for these tyres will the fit. I don't have a lift kit or suspension raise yet.

Hello Jason. Welcome to the forum. I put 265x75x16's on my first Surf. It had nothing more than a 2" suspension lift. ( uprated coils on the rear, and the torsion bars wound up a bit on the front. ) I had no fouling issues.
