3rd Gen Power Steering Pump?

Hi. My 3rd Gen. TDI has a rumble on tickover. Sounds like a bearing is away in the likes of the water pump, but none of the fan belt driven pulleys are worn and the noise is still there if I run without the fan belts on. I swear it's coming from the power steering pump. The steering is smooth and works as it should. Fluid level is spot on and the noise doesn't change when steering etc. Can anyone say what this may be?

It's hard as nothing obvious springs to my mind based on just the written description.
