Is it legal to install a balanced flue boiler in a small (1.1x1.7m) kitchen?

yes

The flue position is the critical area

there is a simple isometric drg in Gas Regs, Building Regs and the BS that explains the limitaions in picture form

You can, however, install an electric boiler anywhere....just a thought. And much cheaper outlay than gas ... and its possible for you to do the installation yourself.
