What do I need to download to be able to read HEX files?

Download Ultraedit - it is available as a fully functional 30 day trial.

It should automatically detect hex files and display them appropriately (hex on left side of the screen and text on right side) but even if it doesn't you can switch on hex mode manually by way of the Edit, Hex Funtions, Hex Edit menu option.
