well just about anything can be made to fit with some effort, but......
If you mean 3 litre engine as in a 1kz (probbly as they are more common) yes but change bell housing and engine mounts, and computer. Possibly radiator too depending.
BUT..if you mean the 5L engine (3 litre) peice of cake as you dont need to change anything, mounts and bellhousing ect are all the same engine block and family so thats the easiest change.
EDIT: as you said from a surf and these only get the 1kz 3 litre engine ill shut up now

Plenty in Australia and no, they are not factory turbo. They are EFI though.

Yea not very common as they are hard to find, but I have seen one that was manual pumped (dont know what pump they used though) and intercooled turbo with big exhaust, that bugger went like stink!!!
I recon it would have been able to eat a 1kz for breakfast
1kz would be easier though as has that same power without spending all your money on exhaust and turbo setup for an older style diesel
