Saw something about these somewhere recently. I think its based on the 2.4 turbo engine but non turbocharged.

Yep. The engine is a 3L (as opposed to a 2L-T). Essentially the same block and head I believe, just bored out to 2.8 litres and does not have a turbo. Tis more common in Australia and African countries.
