Having looked at the circuit diagram there are what I belive 2 thermal cutouts F2 and F3. It looks like one is fitted to the transformer and one fitted to the diode plate. Worth checking each one separatly (meter set on ohms and pull wires off, metering across each should give a short if good. Pins 3 and 4 of pcb are the power out to the motor (variable from about 3 to 24 vDC)
