Thats an Icon to allow you to report a bad post. When it doesn't appear it's because the post was by a moderator and as the "report bad post" reports it to the moderators, it would just be reporting it to ourselves.

Why can I see it on your posts Andy? I reckon it must appear on all posts, but is not shown to a user when looking at their own posts, hence the mods don't see it on their posts, I don't see it on mine etc..
