dont know, but my surf passed mot with a bar, and twice with a winch bumper
and none ever said anything. may be is illegal to sell new certain types

No one really knows,

Most Surfs are old enough that it wasn't an issue, and no one can prove it wasn't always on there before it became your fault if someone got hurt if they jumped out infront of you.

Winch bumpers are still ok, especially low profile ones that are just a bumper. its really anything with bull bar style bars with headlight hoops that get frowned at.
