I'm not 100% sure but I think it's closer to number 1 -after a certain year a car has to have an amount of "give/softness" but that only applies to vehices manufactured after that certain year

There is an EC reg somewhere which bans the supply of bullbars. I will try and dig it out if you like - there used to be a reference to it on Roughtrax. But it is directed at businesses supplying (and possibly fitting, though I can't remember) bullbars and/or vehicles.
But it does not prevent you from fitting them, or any use of vehicles with bullbars already fitted.

Interestingly this suggests the DfT considers that existing Road Traffic Legislation can be used to render just using old style bull bars illegal...
Very difficult to see how they could do you under any of these for a vehicle which came with the bull bar pre-fitted though...

Ignore anything by that website, they are a supplier of 'soft bars' and their whole site is just pimping their stuff and vague referances to legal mutterings.

You won't find many legal referances to bull bars on the net that don't link back to that company.

Its all a load of bullcrap.

Just fit them, then pretend they've always been on there.
