It probably wasnt a blackberry as such, more like a PDA that most police carry now. The jobs that come in can be sent from the control room to the officers PDA, they can the read exactly what has come in on each job they go to, hence reading to you what had been called/sent in by who ever it was.
I would suggest you avoid all contact with said neighbour, face to face or via internet. Each time he makes a comment to you, make a note of it, time, day and what was said.
I would suggest that once you ignore him totally they generally give up as its not having the desired effect. If it doesn't and he continues to goad you I would then make a complaint of harassment against him providing the info you have collected.
