Pls bear with me I have a used toyota from japan but I think previous owner did insert this iteam in one of the pockets near the Auto trans it has a blue light when switch on pls check photos I just want to what is the purpose of this item

That looks like one of the toll card receivers they use a lot in Japan. Had one on a subaru I imported recently.

They are automatic payment devices that charge a card when they drive through the toll barrier.
