How about NOT digging up my road to put in chicanes, and then re-digging it up to remove them, and then NOT digging the road up again to put shicanes back in but in a slightly different place?

I'll stop there before I start a rant. Goverment needs to LOOK at silly things like that and put the money to better use! They NEED to have a pool plan where councils have a budget like they do now, but they should not be forced to spend each areas budget so they get the same money next year. If they don't need to spend that money in that area then it should be pooled for other areas.
