I would say "It's quarter past four.", but would write "It's a quarter past four.". So I think, out of the two options, the second phrase is more correct.

One thing that grips my shit is the #######ising of the English language in every day use and within schools.
init...cos....l8r....soz.... etc.
occasional use if you are in a rush maybe but surely not everyone!
Nah, all that's OK here. Also, it's much safer to dumb onesself down to the level of the idiots who talk (type) like that, than it is to attempt to educate them...
