Indirectly paid for by the good old tax payer ! and then other local Govt bodies will pay for the report produced by the university, Central govt won't even read it then you will hear a keynote speech in a few years time one of Millibands cronies saying lap dancing establishments are extremely profitable however there is weapons of mass destruction in Whitby so don't worry about it !
