I'am no expert but if you don't download stuff you can pretty much 'surf' unlimited (did you like that) for £10m a month. Ive got a 3 Dongle and it's great

no, it doesn't mean downloading files, films, pics etc. every time you get any information from the internet, you have to download it (and a small upload says you've recieved it)... if you use the same site a lot, then most of the pictures will be cached, so you don't need to download them again.

also, sending Email is an upload and recieving is a download... but some don't charge for email, or using their website (Eg. looking at Tmobile.co.uk)
