I think what these people do is ask silly money at first hoping some sucker will buy, then gradually lower the price due to lack of interest.
I reckon they would take 4 grand cash in a heartbeat.

My Local Jap import dealer is the same, tight little git. Ive bought a good few cars in my time & he's the only one that litterally would'nt take a penny off an impreza i was interested in at the time. We had 'words' & i walked.
