That dosent make any sense at all.

Ahmed was not texting at the time of the accident, his last text was 2 minutes prior and 2 miles away.

The chap he killed had hit the centre reservation previously and was facing the wrong way in the outside lane, after he had been drinking.

How can this accident be blamed on Ahmeds texting?
