Forget all the budget cap crap ideas.

Bring back manual gear boxes. Make the drivers drive the car, missed gear changes will make it more exciting.
No traction control, as is.
Two sets of tyres for the whole race.
Design one aerodynamics package and all the teams use that.
Advantage comes in driver skill, pit stops and reliability etc
Kick the little poision dwarf in to touch and let the stig or coco the clown run F1.
