Why do people put there fog lights on when it is raining?

fog lights are to be used when your vision is down to 100 metres or less. this could mean heavy rain, fog, snow or whatever.
but tw@ts do use them when they shouldn't coz they think its cool and the boy racers can pretend they're in a rally car!!! vroom vroom.i swear, it was like that when i got here...Comment
