I don't know, but certainly there is a risk involved with the things.
ROSPA don't like them, qoute below;
Protective Plastic Covers for 13-amp Socket Outlets
Modern 13-amp power sockets made to BS 1363:1995 incorporate a shutter mechanism, which prevent inappropriate access to the live connectors. RoSPA therefore does not consider it necessary to recommend the use of socket covers.
RoSPA actively discourages the use of decorated socket covers, which are attractive to young children.Comment

Very interesting, we've got one in the socket near the dogs bed as we caught him licking it one day, i'll pas this on to my daughters tho, they have young kids, good post DaveToo young to die and too old to give a tossComment

if you're that worried about kids then blank off the socket completely!...
i've always wondered about those "anti static" wrist bands that plug into the earth pin of a 13a socket.... what happens if something develops an live-earth fault?... you're gonna get a belt!!nee nar nee nar, i'm a fire engine!Comment

it goes round your wrist and then either clips onto metalwork, or some of them plug directly into the earth pin on a modified plugtop...
either way, you're permanently wired into the earth of the building!

I always thought you were NEVER supposed to use the earth pin on the mains wireing to earth a static wrist bands, i've had shocks off the earth in several houses i've worked in, not full belt but enough to make me jump, i'd never use it for earthing my wrist band, when i was building electronic kits for the model boat i bashed a copper pipe in the ground and run a wire from it to a metal plate on the desk with a bolt fixed to it, just clipped my band onto that,
