Doesn't look like this has been thought through. You'll pull up at a level crossing and BAM a warden's jumped out the hedge and given you a fine. There would need to be a timer showing how long the barriers will be down. And for how far back down the queue of cars waiting would this rule apply? If there are long tailbacks formed then people may not be aware there's a railway crossing and so wait with their engine on, assuming traffic has sloweddown for another reason.
There's a lifting bridge just round the corner from where I work, lifts every two hours and causes queues for quite a distance back. Wonder how long a similar scheme would be introduced here. The money raised may pay for the 2nd bridge crossing which has been planned since the mid 1930s.Hold my beer and watch this
