Stuck on a 1000 rev`s

Cant get her down to 700-800 rev`s,seems to be stuck on a 1000rev`s.Ive tried the idle up/button,but still drops to a 1000.anyone help.

Don't understand mate. The revs should go up if you use the idle up button, not drop?

They do go up to about 1500rev`s then drop back down to a 1000.
