road tax and help with my 2.4

hi all,
does anyone know whats the deal with the new tax laws coming into place soon, or not so soon?
will we be affected on road tax or low emission zones?

the reason i ask, is that i loved my surf. i took the best care of it i did, but now someone wrote it off for me, i dont know if that was a 'blessing in disguise' ? meaning am i ok to get another surf or are people going to have to pay loads for this type of car soon?

4x4 light utilities will be affected by the emission zone in 2010 ,
when you see a truck check the registration in the compliance section of tfl
