Could this be used as a fog light?

Thinking of using one of these as a rear fog light, as part of my new rear bumper project. The plan is to stick it straight on the bumper on the truck's centreline. Would this be legal as a fog light?

my reversing lights are on the the main light clusters either side of the truck.

Ok next question, how do you remove the rear light cluster? Do you undo it from inside? Can't see any fixings on the outside of my rear lights. There's a chrome strip thingy surrounding the lights though, is that blocking the fixings?

Open tailgate, two bolts holding each cluster in place.
