because,insurance or no insurance,he pulled in front of you........can it be knock for knock ??
im just saying that it seems this guy (regardles of any one else) caused you and him to be dented,and it really sounds like knock for knock.he is probably pi55ing himself laughing at not having to pay out a penny/inform his insurance,as if he informed his insurance co rhey very well may increase his premium if his ncb is not protected(which sounds plausible)
as you have no insurance,he has your pants down,but hey just point out to him that he needs to inform his insurance....he may change his tune
