If a winch has a rating of say 5 tonnes, would it mean that's 5 tonnnes of dead weight (ie concrete block) or 5 tonnes of rolling wieght (ie concrete block with wheels)

i think you will find it is dead weight safely...but like most things they are tested to twice the weight if that makes sence
