Why cant I post in the 'For Sale' section?

I have been trying to post an advert in the 'For Sale' section... I try to post the text but it keeps showing the 'Internet Explorer cannot display the webpage' page when I try to submit it or preview it.. It states in the section to post the advert and then pay the Paypal fees...why wont it work?... I want to sell my private plate!

If I remember rightly you have to Koi (Nigel) know 1st.

once you pay the fee then pm or email koi with the ad details and he will make the ad live for you
