yeah its the smaller wheels that will give a speed reading that is higher than it is as the wheels will be turning more to cover the same distance , so if you put bigger tyres on then in theory it will be reading a lower speed than you are actually doing, but if you are only increasing the size of the tyre by and inch or so than to be honest it wont really make that much difference.
most speedos on cars read a few mph under what you are actually doing as they have to take into account the fact that as your tyres wear out you are in theory decreasing the overall size of your wheels as the tread is getting smaller, and so changing the accuracy of the reading on the clocks
