Sending a Personal Message

I want to send a PM to another member, but I get the following message:

"Barrington, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."

What's the problem, is it me?
What do I have to do?

I seem to remember that one of 2 conditions will allow you to PM

1) Post at least 350 messages on the forum

or

2) Cross Koi's hand with silver and subscribe (this way you help with the site upkeep )
