Could be for mounting something(s) on the back. You know like those bike racks that go on towballs. But not a bike rack obviously. Something else.

Three tow hitches

Towing 3 motorcycles on the rear wheels rather than a 3 bike trailer? Quite common on continental motor homes, although i have only ever seen two bikes towed like that.

I would like to see him reverse with three trailers on! Most people are sh1t with reversing 1 trailer

Was that transit any thing to do with the railways??
My mate worked on the railways and he had three tow hitches on his motor, was for some piece of kit he towed. When the used it (don't know exactly what it did) they would put it on the right or left side tow hitches so the driver could see it in the door mirrors at all times when they used it. Used to have to drive along using the kit so needed to see it.
