I say they should give a vacectamy to ALL male children at birth( or as soon afterwards as practical) and only reverse it when they can proove they have the income to support children of their own, and pass an IQ test(100 at least)
And all burglary crimes should carry a mandatory 3 months hard labour, oh yeah, and bring back hanging.
