HOW would you define a Village, Town and City - ie what separates them, what's differnet between them ?

I was thinking more along the lines of population - here's why - I was looking into stats of where Penny lives and came across a city with less population than a village !!!!!!

Swindon is larger than Wells .......Swindon is a town and Wells is a cathedral city

The largest village in england is Cranleigh in surrey and thats larger than some towns

so none of it makes sence
