Check to see if the steering bushes are black and rubbery, if so it's likeley that they are original. Had a similar problem with my 3rd Gen. Had new Orange nylon bushes fitted and it's fine now. The scissors never fall out and the hairdryer stays in it's rack too!
Cheers, but I have already had the orange nylon bushes fitted as that was the first thing that we thought was causing the problem as there was play in the steering rack.
