Turbo boost guage

I have noticed my turbo boost guage does not register (move) when in neutral and revving the engine. Works fine when on the move. Is this normal?

boost guage will only work when boost actually comes from turbo, ie, the turbo is working, so it will only do this under load.

i swear, it was like that when i got here...
