you can notice all over the country, this time of the year, council workers like ants doing loads of different things just to use up budget so they don,t get capped......
...... never seem to do what NEEDS doing, though........

Why not? Every time I pass some roadworks, there's about six blokes all stading around looking at a hole in the ground leaning on their shovels.
Then I see a couple of supervisors standing on the other side of the road in their 'fresh out of the packet high vis jackets' talking on their mobile phones, to whom I can only assume is each other.
