I have just finished a 12 week row with BT over DSL capabilities over various media and their build standards of cabling and the speeds they can deliver to customers...
And now living within 1500m of the local digital exchange they can still only offer me 1mb aDSL...

aluminium over copper... fibre backhaul. Wireless bridges... bla bla bla...
Fact is, if they continue to drop solder over live cards (dSlam's) in the exchange they will never be able to guarantee any sort of SLA...
Apparently, its been copper infrastructure down to the property entry point, but they haven't upgraded the documentation to reflect the higher bandwidth of the media... and since 1998 as well...
