whats this sticker??

Inside the cover to the diesel cap there is a round gold colured sticker, with the words gas driver on it.
There is also some jap writing and a date 16/3 wrote on it.

Anyone have any ideas as to what this would be for ??

Its one of those five golden tickets to the surf factory, if you are a good boy Mr Toyota will give you a brand new surf to take home.

Then again it might not be.

I think they are something to do refueling in japan ...I have about 30 stuck on the inside of the fuel flap
