As a shift worker I, sort of, agree. Normally audible car alarms will go off when the owner is out of earshot of the alarm.
Why has nobody invented and alarm that atomatically rings your mobile phone? I'll have to get working on it. This time next year I could be a millionair!!!!

You can get alarms that have a pager, lets you know its been activated.

Why not ban house alarms instead? The owners are almost certainly not in earshot when they go off! At least with car alarms in the early hours there's a good chance it'll get silenced after a short while!
Come on, what's your reaction to hearing a house alarm go off? Is it a) "oh ****, someone's breaking into a house, better call the police"; or b) "FFS! Sounds like some muppet has gone out and left a window open".
Whilst we at it, can we ban criminals from operating in the Manchester area in the small hours? I'm really fed up with that noisy police helicopter circling around at 3am...
