insa turbo ranger

hi there need new tyres for the surf and was after something cheap, good on road and useful to a beginner for off roading. i've seen some insa turbo ranger tyres on a site called tyre monkey and was wondering if anyone has tried these tyres before or could recomend a cheap substitute?
