* No. It is not a statement and a rhetorical question. It is either a statement - "I DO assume" (in which case the question marks are misplaced). Or it is a question - "SHOULD I assume?", in which case the question marks are appropriate, but the sentence is not a statement. In the latter case there is nothing rhetorical about the question.
But one would have to be extraordinarily pompous to care about such things, far less point them out. So I will just stay mum.
