Problem in gear shift H4 to H2

Hi,

I'm having Hilux 2.8 double cab YOM 2002. Manual gear one
I locked hub & shift gear H2 to H4 & move with 4WD then wanted to shift gear to H2 while hub remain locked(I stoped vehicle & try to do it).

Issue is I could not move gear lever back to H2 from H4 but still can gear H4->L2 & H4->N.

Is this gear box issue? is it normal?

Please advice.
